Why would you have to return the money?

PM Kisan money is meant only for eligible farmer families. If a check finds that someone isn't eligible, the government takes back what they have received so far. pmkisan.gov.in has a separate Online Refund form for this, titled Recovery Form Ineligible Farmer.

The people usually asked to return the money are:

  • Income tax payers who paid income tax in the last assessment year.
  • Government employees and pensioners, meaning serving or retired employees of the central or state government, PSUs and local bodies, and anyone with a monthly pension of ₹10,000 or more (Multi Tasking Staff, Class IV and Group D employees are exempt).
  • Present or former holders of constitutional posts and elected representatives, such as ministers, MPs, MLAs, mayors and district panchayat chairpersons.
  • Professionals in practice, such as registered doctors, engineers, lawyers, CAs and architects.
  • Families with a second beneficiary, for example where both husband and wife are being paid.
  • People who don't meet the land condition, for example when the land isn't in their own name or belongs to an institution.

The full list is under “Who cannot apply” on the new registration page.

How will I know I have to return the money?

  • You get a notice or SMS from the state government or the agriculture department.
  • Your status marks you as Ineligible.
  • When you enter your registration number in the Online Refund form, it shows an amount to be returned in your name.

Be careful: Return the money only through Online Refund on pmkisan.gov.in, or in the way the agriculture department tells you in writing. Never pay into a person's private account, to a UPI ID or to an “agent”. Fraudsters send fake notices to collect money too.

If you think you were marked ineligible by mistake

It does happen, for example when a matching name links someone else's income tax record to you. In that case:

  1. Go to the block or district agriculture office before you pay anything back.
  2. Take papers that support your case, such as proof that you don't file income tax, proof that you aren't employed, or your land papers.
  3. File an online complaint as well.
  4. If the reason given is “Beneficiary does not belong to our State/District”, don't return the money. Use the state transfer form to correct where your land is.

Leaving the scheme on your own

If you are no longer eligible (say you got a government job or started paying income tax), you can give up future installments yourself. For this, pmkisan.gov.in has Voluntary Surrender of PM Kisan Benefits under Farmers Corner. If you surrendered by mistake, you can undo it with Voluntary Surrender Revocation.

Leaving the scheme as soon as you become ineligible stops any further amount from piling up, so you won't face a large refund later.

Common questions

What happens if I don't return the money?

Recovering money from ineligible people is a rule of the scheme. The state government can take recovery action. If you really are ineligible, the right thing is to pay it back.

Can I pay it back in installments?

Only the method shown in Online Refund is accepted. Ask your district agriculture office whether paying in parts is allowed.

Can I apply again after returning the money?

Only if you become eligible again. For example, if you used to pay income tax and no longer do, you can apply again under the rules. Read the eligibility conditions carefully first.

Is this a government website?

No. Kisan Kisht is my own website. Your records are with the government, and only the government can change them.
